Nick Hart, Ph.D.

Nick Hart is the Director of the Bipartisan Policy Center's Evidence Policy Project. Prior to joining BPC he was the Policy and Research Director for the Commission on Evidence-Based Policymaking. He previously worked as a senior program examiner at the U.S. Office of Management and Budget (OMB), focused on Federal social security and anti-poverty programs. During his tenure at OMB during the Bush and Obama Administrations, Nick also worked on Federal environmental and energy policies, and served as a special assistant to OMB’s Associate Director for Natural Resources, Energy, and Science Programs.    

During Nick's career he has served in positions at the Federal, state, and local levels of government. His professional career has included work on a wide range of issues including environmental, energy, welfare, disability, economic development, and criminal justice policies. Prior to joining OMB, Nick worked as an Economic Research Analyst with the Indiana Business Research Center at Indiana University's Kelley School of Business. Nick has also consulted with non-profit organizations on a variety of analytical and evaluation projects.

Nick completed a doctorate at The George Washington University's Trachtenberg School of Public Policy and Public AdministrationHe specializes in program evaluation and his research interests include evaluation of environmental and energy programs, including retrospective regulatory reviews, and institutional evaluation capacity. Nick holds a Masters of Science in Environmental Science and a Masters of Public Affairs from Indiana University's School of Public and Environmental Affairs, where he was a Service Corps Fellow, and a Bachelor of Science from Truman State University.  

Nick is a Past-President of Washington Evaluators, a local association for professional program evaluators. He is a member of the American Evaluation Association (AEA) and Chair of the Evaluation Policy Task Force. He was elected to the Eastern Evaluation Research Society (EERS) Board of Directors in 2016 and to the Washington Statistical Society Board in 2018. Nick has served on multiple conference planning and event committees with the Association for Public Policy Analysis and Management (APPAM), and on the organization's Policy Relevance Committee. He has also participated professionally with the American Society for Public Administration (ASPA), the American Statistical Association (ASA), the American Association for Budget and Program Analysis (AABPA), and the Society for Benefit Cost Analysis (SBCA).

Nick is an avid birder, photographer, runner, and cyclist. He previously cycled over 4,000 miles coast-to-coast to raise awareness for people with disabilities, supported by The Ability Experience, and completed the 2015 Marine Corps Marathon. 

Nick and his spouse, Sarah, live in the Washington, D.C. area with their son Calvin.
